Ramsay MacDonald, heading a minority Labour Government, is shown in the role of a circus artiste attempting an impossible political balancing feat on the back of an elephant, representing India. By launching the civil disobedience movement, Gandhi, according to this British cartoon, is dropping salt on the elephant's tail, thereby rousing it and making MacDonald's task harder.
