Harrison, in the weekly Review of Reviews, London, shows the leading world personalities of 1935 with Gandhi among them. In the early months of the year public attention in India focused on the working of the new Indian Legislative Assembly set up in Delhi under the Government of India Act. The Congress was the largest party with 44 seats but did not enjoy an absolute majority. Gandhi did not believe in the effectiveness of the parliamentary programme and devoted his attention to the village reorganization and reconstruction programme which the All-India Village Industries Association was formed to implement under a Congress resolution in December 1934.
