In 1927, the British- Government appointed a commission headed by Sir John Simon to inquire into the working of the administration in India. The National Congress decided to boycott the commission and called for an all-party conference to adopt a new constitution for the country in keeping with the aspirations of its people. Other parties supported the decision, and black flag demonstrations greeted the Simon Commission wherever it went. David Low's cartoon in the Evening Standard London, shows the perplexity of the.
