Undeterred by previous failure, Linlithgow kept on trying to get the Congress and Muslim League leaders to agree on constitutional reforms as a reward for supporting Britain in the war with the Axis powers. The cartoon shows Linlithgow trying to drag a very reluctant Jinnah to grasp the outstretched hand of Rajagopalachari through an opening in the wall of distrust that separates them. Gandhi, who had voluntarily retired from the Congress at its session at Bardoli, Gujarat, in December 1941, watches from a distance.
